Appointed by the governor of Washington, our five-member board of trustees oversees administration, strategic planning and policy development for Community Colleges of Spokane.
CCS trustees serve five-year terms and were most recently appointed in 2017.

Mike Wilson - Chair

Mike WilsonMike Wilson comes to the Community Colleges of Spokane Board of Trustees with years of experience in health care management, including Providence Health Care, where he was the chief executive officer for two years.

Following nine years with Veterans Administration Medical Centers in California, Washington — including Spokane — and Washington, D.C., Wilson settled permanently in the Lilac City as a vice president at Holy Family Hospital from 1982 to 1984. From there, he served as the hospital’s president and chief executive officer from 1984 to 1988.

In June 1988, he was named vice president at Sacred Heart Medical Center (SHMC) in Spokane, serving in that capacity until August 1991. During this time, he was instrumental in building and opening The Heart Institute and helped to establish Inland Northwest Health Services.

From August 1991 to March 2000, Wilson served as chief operating officer for SHMC, and later became president and CEO from 2000 to 2006. During this time, SHMC built its regional Children’s Hospital, and Providence Health Care Eastern Washington also was established with Wilson taking on the role of executive vice president.

In January 2006, Wilson was named chief executive and president for SHMC and Children’s Hospital. Following a reorganization at Providence in 2008, Wilson was named president and chief executive of Holy Family in Spokane, in addition to his role at SHMC.

In 2009, the Sisters of Providence congregation awarded Wilson the Mother Joseph Award, which is given to leaders who demonstrate the mission, values and commitment to the poor. In 2012, he also received the Joe Hopkins Award from the Washington State Hospital Association for his work in making a difference in health care in Washington.

Wilson briefly retired from Providence in 2009 but returned in 2011 to serve as CEO while the organization conducted a search for a permanent replacement. In the interim, he provided consulting services to numerous regional health care providers. In January 2014, Wilson handed the role of CEO to his successor and remained as a senior adviser through the end of the year.

Wilson has been active in the community, and on state and regional boards and committees for more than 25 years. He currently chairs the advisory board for the University of Washington School of Medicine at Gonzaga University. He’s also on the board of trustees for Kaiser Permanente in Washington.

Wilson was also a member of the CCS Foundation Board of Directors from 2004 to 2008, and served as the community chair for the United Way Campaign in 2014.

Wilson has a bachelor’s degree from Pacific Lutheran University in Tacoma, and a master’s degree in business and public administration with a focus on health care from Southeastern University in Washington D.C.

Wilson began his term on the CCS Board of Trustees on October 2013, filling an unexpired term. He was reappointed for a five-year term by Gov. Jay Inslee in October 2014, and re-appointed again to a second five-year term in October 2019.

Todd Woodard - Vice Chair

Todd WoodardTodd Woodard joined the Board of Trustees in June 2022.

Respected throughout the region’s business community, Woodard has served as the Director of Marketing and Public Affairs at the Spokane International Airport since 1995. In that role, he is responsible for the marketing of cargo and passenger service, domestic and international aerospace business recruitment, and supporting the Spokane/Coeur d’Alene Region’s business organizations and hospitality industry. He is known as a leader in the airport and aerospace industry and for bringing together business and education leaders to establish partnerships that create opportunities and strengthen our economy.

Woodard is a champion of our community college system. He recognizes the opportunities it provides to individuals seeking opportunity to improve their lives and to our local economy, which relies on an educated workforce.

He has served on the CCS Foundation since 2015, including as a past president. In this role, he actively sought donations for scholarships and program support and helped establish essential business partnerships in between CCS and the business community.

Woodard has a legacy of community service including volunteer roles on the boards of Visit Spokane, Leadership Spokane, Spokane Rotary North and the Northwest Chapter of American Association of Airport Executives and the U.S. Contract Tower Association. He is a Fellow in the Royal Aeronautical Society and a graduate of Washington State University.

Having earned his Bachelor of Arts, he became a research assistant at the Spokane campus of WSU in the Division of Governmental Studies and Services. He served as the Legislative Assistant in 1987 to the Honorable Louis J. Stratton, Washington State Senate. Following that, he served as Press and Legislative Assistant to the Honorable Thomas S. Foley from 1987-1994.

He is married to Liz Burton Woodard and they have two adult children.

Woodard’s term will last until 2025.

Glenn Johnson

Glenn JohnsonGlenn Johnson, who is on his fifth term as Mayor of Pullman, was appointed by the Governor as a CCS trustee in February 2018. He is proud to say he is a community college graduate (Modesto Jr. College) and taught at Sacramento City College as an adjunct. In addition to being a CCS trustee, Johnson has served as the co-chair of the legislative committee of the Association of College Trustees and serves as its secretary.

He is now a Professor Emeritus from Washington State University and taught courses in television news and communications management, among others in the Edward R. Murrow College of Communication since 1979. He retired in 2014 but is still the “Voice of the Cougs,” serving as the public address announcer for Cougar football and men’s basketball since 1980.

The Whitman County Realtors named Johnson “Outstanding Citizen” for 2021. Johnson chairs the Pullman-Moscow Regional Airport board that has completed a $158 million runway realignment project and is now in the process of building a new passenger terminal. He also chairs the Employee Benefit Trust, a self-insurance pool that covers employees in over 240 cities and special districts. Johnson represents Washington cities on the newly formed Cardiac and Stroke Workgroup with a goal of coming up with better outcomes throughout the state. He is past president of Association of Washington Cities that represents all 281 cities in the state.

He serves on the Washington State Transportation Improvement Board (TIB); Community Action Center of Whitman County; the Pullman Chamber of Commerce and is secretary-treasurer of the Washington State Association of Broadcasters. He is a past president of the Pullman Rotary club and a member of Kiwanis.

Johnson continues to volunteer with the Pullman Fire Department as their public information officer and has been on call with the PFD since 2000. He was PIO of the Pullman Police Department from 1998 to 2003. Before becoming mayor, Johnson was on the Board of Commissioners for Pullman Memorial Hospital (now Pullman Regional Hospital), from 1998-2003.

After earning his AA degree, he received a BA from Sacramento State University, a master’s degree from UCLA, and a Ph.D. in mass communications from the University of Iowa. Johnson was a broadcaster and news reporter in California, including Los Angeles and Sacramento, and managed two radio stations in Sacramento prior to moving to Pullman.

Trustee Johnson began his first four-year term with the CCS Board of Trustees on February 5, 2018.

Anna Franklin

Anna FranklinSpokane leader Anna Franklin joined the Board of Trustees in October 2023

Franklin works as the Chief Diversity, Equity, and Inclusion Officer for Providence Eastern Washington and Montana. Her career in healthcare spans more than 30 years including serving as the Director of Clinical Effectiveness for Providence. Franklin has earned recognition for her contributions to the field of healthcare. Her work involves researching, understanding, explaining, and working to address the inequities in healthcare. She has a deep understanding of how social and political factors impact people’s overall health.

Franklin earned an MBA from West Texas A&M University, and a bachelor’s from Eastern Washington University in Urban and Regional Planning. Her credentials as a Lean Six Sigma Master Black Belt, Master Change Facilitator, and a Harvard Business School of Executive Education certificate further enhance her expertise. She serves on the Washington State Women’s Commission, YWCA Spokane Board of Directors, Spectrum Board of Directors, Take Up the Cause Board of Directors, Spokane Public Schools Diversity Advisory Council, and the Empire Health Foundation Board of Directors.

Franklin’s term continues until September 2028.

Steven Yoshihara

Steve YoshiharaGovernor Jay Inslee selected Steven Yoshihara, Senior Vice President for Washington Trust, to serve on the Board of Trustees for Community Colleges of Spokane. Yoshihara has worked in banking for nearly 40 years and currently works with businesses whose credit needs range from $250,000 to $25 million.

Yoshihara is familiar with CCS, having graduated from Spokane Falls Community College in 1977. He served on the SFCC Business Advisory Committee and his four sons also attended SFCC. Yoshihara went on to earn a bachelor’s degree in business administration from Gonzaga in 1979 where he played on their baseball team.

Yoshihara is a long-time business and community leader in Spokane, moving here from Hawaii the year after he graduated from high school. He currently serves on the board of directors for the Union Gospel Mission, Ignite Finance Committee and the Fairmount Memorial Association. He also has served on the boards of the Salvation Army, the YMCA, Rockwood Retirement Communities, and the Washington State Board of Accountancy. He is a 1986 Leadership Spokane graduate and was a Downtown Spokane central advisory member.

Trustee Yoshihara was appointed in 2018.
